Recently i sold my CD70, and bought a used CG125, i was unaware of the procedure of transferring of bike, searched a lot on this forum but couldn't find a proper thread. Well i have had the bike transferred on my name and here's a list of step by step procedure of how to get it done. (Mine was Rwp registration but it is applicable on whole of punjab)
Now you have two options 1) With seller 2) Without seller
This means that whether the seller is willing to come along with you to excise office or not. If not than it will cost you anything b/w 2000 to 2500.
However if the seller is willing to come along with you it will cost Rs750. And this the way i got it done as seller was a very good friend of mine, so first i will explain how to get it done if seller is with you.

Arrive early at the excise office around 10. There will be a lot of potwaris outside who will try to trap you and will try to negotiate with you. Pay no heed and go straight inside the excise office.
Once inside locate the series number which you have, here inside there will be people as well who will try to trap you saying the line is very long we can have it done early for you, dont pay any attention to them
Go straight to the counter which has your series number hanging on it and submit the return file as well as certificate of registration to him.
He will see the stamp paper/transfer deed and will ask wether both buyer and seller are present, than he will ask for original CNIC and will check the bike's number on his computer as well to make sure that entry is there and if the bike is stollen or not ...........
After confirming he will take out the Transfer order form and will fill small details such as bike number and than will ask for thumbprint and signature of both buyer and seller.
After this he will do his own signature and put a stamp on it, and hand it over to you, and will tell you to get it filled duly and get the return file completely photocopied.
At this time the work of seller is complete he may leave if he wants to.
It only takes 5 mins to fill the form, you may pay Rs100 to one of the potwaris so that he may add to witnesses. Remember this is not necessary my T.O form got accepted without this so first try to submit without it, but if the person on the counter insists than get the two witnesses.
Take the filled T.O form along with photocopied return file to the counter and submit it. He will make the entry in computer and you will have to submit fee of Rs750 after which he will give you the receipts as well as return file (He will keep the photocopy and the booklet (certificate of registration)
Minimum processing time i s 2 weeks after which you will receive your booklet with transfer sticker on it.
The second procedure is very simple everything will be done by the potwari it will cost you a hell lot more, and you will still receive the copy after 2 weeks. (REMEMBER THE DURATION WOULD BE SAME THE EXTRA MONEY HE IS CHARGING IS FOR BRIBING PURPOSES).

So it is better to get the seller come along with you, in my case it was a friend, in case of an unknown person you may hold 2k back of the selling price than he will be bound to come with you, otherwise he may give you golis of not having time. (No offense to anyone i am talking in general as this is what usually happens)
Hope this helps people who were completely unaware of the procedure, i guess in case of car it would be more or less the same, but cant really confirm.
